3-HR Pennsylvania Understanding Leases Course

The Philadelphia Chapter of the American Society of Appraisers will sponsor a three-hour Pennsylvania Continuing Education class — Understanding Leases on Wednesday, November 28, 2018 from 9:00 am to noon at Andy’s Diner, 2224 Lincoln Highway (Rte 1) Trevose, PA 19053 (215-638-1444)

Robert Luciani squareThe instructor will be Robert J. Luciani, ASA, IFA, a PA Certified Real Estate Appraiser & Assessor. Mr. Luciani is Deputy Assessor in the Office of Property Assessment for the City of Philadelphia. Chapter Members are familiar with him from the courses he teaches as an AQB (Appraiser Qualifications Board) Certified USPAP Instructor.

From farmland to factories, from malls to warehouses, from hotels to offices, from stores to apartments, more than 60% of Pennsylvania real estate is leased, not owned outright. This course reviews basic lease law, both common law and Pennsylvania statutes.

3hr_understanding_leasesAppraisers will learn how the terms and provisions of leases impact the income stream, the valuation process, and ultimately the property value. Assessors will get an overview of how lease terms such as expenses, percentage rent, overage rent and tenant improvements establish the value of the lease for assessment purposes. Both will be exposed to the basics of lease analysis — gross vs. net leases, percentage of sales clauses, etc. The object is preparation for advanced courses in real property appraising and assessing.

Please register early for this mandatory class which qualifies for two (2) hours of Continuing Education Credit for Pennsylvania Licensed Appraisers and Assessors.

Tuition for the class is $45 per person, which includes all course materials and lunch at noon, and may be paid by check or online. September Meeting: The Real Estate Market and Valuation Issues

The September Chapter Meeting will be held on Wednesday, September 21, 2016 at the Doubletree Guest Suites in Plymouth Meeting, PA. The Board of Directors will meet at 5:30 pm; all ASA members are welcome. The general meeting starts at 6:30. It will include the installation of the 2016-2017 Chapter Officers and presentation of the 2016 George D. Sinclair Award.


Neil F. Axler
The guest speaker will be Neil F. Axler, a Director at RSM US LLP’s New York office specializing in Real Estate Valuation Services. He will talk about “The State of the Real Estate Market and Current Valuation Issues.” A graduate of Clarion University of Pennsylvania, Mr. Axler’s career path included stops at Arthur Andersen, Deloitte, Marshall & Stevens, and most recently at FMV Opinions.


With over 20 years of valuation consulting experience here and abroad, Mr. Axler’s current projects include valuations for financial reporting; trust and estate; federal government agencies; special servicers; tax appeals; litigation; bankruptcy and restructuring. A popular speaker, panelist and author, he has first-hand knowledge of the economic, financial and market factors that drive the development of public real estate policy.

January Breakfast Meeting: Appraiser Fraud & ASA News

The January Breakfast Meeting will be held on Wednesday, January 21, 2015 at 8:00 am at the Doubletree Guest Suites in Plymouth Meeting, PA. The guest speaker will be Gary Snowdon, ASA. Mr. Snowdon is the new Region 1 Governor and Principal Appraiser at the Albany, NY firm of Snowdon Valuation. He will talk about “Appraiser Fraud” and also about “Recent ASA Activities.”

garysnowdonGary Snowdon, who received his B.A. in Education from William Paterson University and earned a Graduate Certificate in Public Management from Rockefeller College, SUNY Albany, has over 20 years experience appraising commercial and industrial real estate.  He specializes in complex commercial, industrial, and vacant land appraisals in the Hudson Valley, Capital, Saratoga, and Adirondack regions for finance, litigation support, estates, eminent domain, conservation, and other purposes.

Mr. Snowdon has served as an Appraisal Consultant to the NYS Department of Transportation and as a Regional Advisor to the NYS Secretary of State.  A NYS Certified Appraisal Instructor, he has developed and taught courses and seminars for ASA, the National Association of Independent Fee Appraisers and the Appraisal Institute. He currently serves on the ASA Real Property Committee (Education Chair), and the NAIFA Education Committee. He has also contributed to books and journals on real estate topics and writes The Snowdon Report.

May Meeting: Assessing the Citywide Reassessment

The May Chapter Meeting will be held on Thursday, May 9, 2013 at the The Corinthian Yacht Club of Philadelphia, 300 W 2nd St, Essington, Pa 19029 (610-521-4705).  Please note the special venue! The Board of Directors will meet at 5:00 pm; all ASA members are welcome. The general meeting starts at 6:30. The guest speakers, both from the City of Philadelphia’s Office of Property Assessment. will be Deputy Administrator Michael Piper, CPE, and Deputy Director Kevin Keene.

citywidereassessmentMichael Piper will revisit "Assessment Issues and Property Taxes" in light of the recent citywide reassessment in Philadelphia. Mr. Piper, who earned his MBA at Temple University, is a member of the International Association of Assessing Officers, and the Assessors Association of Pennsylvania, where he has served as President of the Southeast Chapter, and as Chairman of the Editorial Board of the AAP Journal. A Certified Pennsylvania Evaluator since 1995, he has worked at the Office of Property Assessment and former Board of Revision of Taxes for over 20 years.

Kevin Keene will examine the "Methodology of Citywide Reassessment," describing in lay terms the nuts and bolts of Mass Appraisal. Mr. Keene, who took his B.A. at Clark University in Worcester, MA, has worked at the Office of Property Assessment since 1991. As the Residential Administrator for the past two years, he is responsible for the statistical models used to estimate market values. He created the Mass Appraisal system now in use and has directed five major reevaluations for the City.
 
Both speakers will take questions after their talks, which are sure to be of interest to members professionally, as appraisers, and personally, as citizen taxpayers.
