15-Hr. USPAP 2012-2013 Course

The Philadelphia Chapter of the American Society of Appraisers will sponsor a 15-hour, 2-day, all-discipline USPAP 2012-2013 Course on Friday, June 21, 2013 and Saturday, June 22 from 9:00 am to 5:30 pm each day.  The course will be held at the Marriott SpringHill Suites, 430 Plymouth Rd, Plymouth Meeting, PA 19462 (Phone: 610-940-0400), which offers discounted rates for ASA members and those taking the USPAP class. (Map) The instructor will be Robert J. Luciani, ASA.

USPAP2012 2013This 15-Hour USPAP Course presents an overview of the USPAP 2012-2013 regulations and guidelines, and fulfills the requirements of appraisal societies for designation, and for USPAP continuing education. 

The cost of the 2-day course is $275 per person and includes a Continental breakfast and afternoon snack each day, and a copy of the 2012-2013 USPAP Book, a $75 value.

Seating is limited to 30 participants, so please register early for the course, which meets the USPAP Requirements for re-accreditation and continuing education for most ASA appraisers.

May Meeting: Assessing the Citywide Reassessment

The May Chapter Meeting will be held on Thursday, May 9, 2013 at the The Corinthian Yacht Club of Philadelphia, 300 W 2nd St, Essington, Pa 19029 (610-521-4705).  Please note the special venue! The Board of Directors will meet at 5:00 pm; all ASA members are welcome. The general meeting starts at 6:30. The guest speakers, both from the City of Philadelphia’s Office of Property Assessment. will be Deputy Administrator Michael Piper, CPE, and Deputy Director Kevin Keene.

citywidereassessmentMichael Piper will revisit "Assessment Issues and Property Taxes" in light of the recent citywide reassessment in Philadelphia. Mr. Piper, who earned his MBA at Temple University, is a member of the International Association of Assessing Officers, and the Assessors Association of Pennsylvania, where he has served as President of the Southeast Chapter, and as Chairman of the Editorial Board of the AAP Journal. A Certified Pennsylvania Evaluator since 1995, he has worked at the Office of Property Assessment and former Board of Revision of Taxes for over 20 years.

Kevin Keene will examine the "Methodology of Citywide Reassessment," describing in lay terms the nuts and bolts of Mass Appraisal. Mr. Keene, who took his B.A. at Clark University in Worcester, MA, has worked at the Office of Property Assessment since 1991. As the Residential Administrator for the past two years, he is responsible for the statistical models used to estimate market values. He created the Mass Appraisal system now in use and has directed five major reevaluations for the City.
 
Both speakers will take questions after their talks, which are sure to be of interest to members professionally, as appraisers, and personally, as citizen taxpayers.

2-Hr. Pennsylvania Appraisal Law Course

The Philadelphia Chapter of the American Society of Appraisers will sponsor a two-hour Pennsylvania Appraisers/Assessors Law Certification Course on Thursday, May 9, 2013 from 4:00-6:00 pm at the The Corinthian Yacht Club of Philadelphia, 300 W 2nd St, Essington, Pa 19029 (610-521-4705).  Please note the special venue! The instructor will be Robert J. Luciani, ASA.

The class covers required topics of the Pennsylvania2hr pa certification course Real Estate Appraisers Certification Act and the Assessors Certification Law, and the Regulations of the Pennsylvania State Board of Certified Real Estate Appraisers.  It emphasizes changes to the laws made during the past two years, and offers a refresher on the provisions most relevant to everyday practice.

The Pennsylvania State Board of Certified Real Estate Appraisers requires biennial recertification for State Licensed Appraisers and Assessors, with all certificates expiring on June 30 of odd-numbered years (6/30/13).  This class meets the specific requirement for two (2) appraisal re-certification hours on the Real Estate Appraisers Certification Act.​

Please register early for this mandatory class which qualifies for two hours of Continuing Education Credit for Pennsylvania Licensed Appraisers and Assessors.

4-Hr. Class: Adjusting Comparable Sales For Seller Concessions

The Philadelphia Chapter of the American Society of Appraisers will sponsor a four-hour Pennsylvania Appraisers/Assessors Class on Adjusting Comparable Sales for Seller Concessions on Wednesday, April 24, 2013 from 9:00 am-2:00 pm at The Willow Inn, 210 North York Rd, Willow Grove, PA 19090 (Telephone: 215-659-9980). The instructor will be Robert J. Luciani, ASA.

The class covers the content of the Appraisal Foundation’s APB Valuation Advisory #2: “Adjusting Comparable Sales 4hrclasscomparablesFor Seller Concessions.”  The Advisory provides guidance on generally accepted methods and techniques of seller concession. The course will define sales concessions and financing concessions, explain how to verify concessions and when to adjust for them, review the methodology for calculating concessions, discuss concessions for non-residential comparables and how to deal with them when using the Cost Approach or the Income Approach.

March Meeting: ASA Leadership Challenges

The March Chapter Meeting will be held on Wednesday, March 20, 2013 at the Doubletree Guest Suites in Plymouth Meeting, PA. The Board of Directors will meet at 5:00 pm; all ASA members are welcome. The general meeting starts at 6:30. The guest speakers will be ASA International Vice President, J. Mark Penny, ASA, Region 1 Governor Susan M. Golashovsky, ASA and Real Property Committee Chair Samuel F. Luceno, FASA, who will talk about their “ASA Leadership Duties & Responsibilities.”

PennyGolashovskyLucenoMr. Penny (top left) is a Business Valuation appraiser who is a Partner and Managing Director of Hempstead & Co., the Haddonfield, NJ financial consulting firm.  A graduate of the University of Pennsylvania in economics, he holds an MBA from Temple University.  Mr. Penny has qualified as an expert witness in several states and has lectured on business valuation for employee ownership and estate planning groups.

Ms. Golashovsky is a Personal Property appraiser and the Principal of the Doylestown, PA firm of Susan Golashovsky, ASA.  A graduate of Temple University, she holds a Winterthur Museum certificate in "Decorative Arts in Early America," and is ASA-accredited in General Residential Contents, Antiques & Decorative Arts, Antique Furniture and American Folk Art. Ms. Golashovsky is a frequent lecturer on Land Course Preparation at seminars and symposia and for adult education courses.

Mr. Luceno is a Fellow of the American Society of Appraisers and holds dual accreditation in Real Property, Urban and  Machinery & Technical Specialties, Machinery & Equipment. A Certified General Appraiser and a Real Estate Broker in Pennsylvania, he holds an M.S. degree in the valuation sciences and is the Principal of the Hazelton, Pa firm of Luceno Valuation Services. A course developer and instructor on valuation topics, he has also served as a litigation consultant and expert witness.

The speakers are experienced appraisers who have all served ASA in a variety of Chapter, Regional and International capacities.  Their multi-disciplinary insights on the duties and responsibilities of leadership should prove both interesting and informative.  Please register early for this educational and productive evening which qualifies for one hour of ASA Continuing Education Credit.
